The current undergraduate-program page distinguishes mono bachelor and combi bachelor models.
In a mono bachelor, one core subject carries 150 CP and ABV carries 30 CP; in a combi bachelor, a major subject (Kernfach) carries 90 CP and one or two minor subjects (Modulangebot) carry 60 CP or two times 30 CP.
This is not counted as programChoice = 3 because the page describes predefined bachelor programmes and their combinations, not major choice after enrolment.
The application page explicitly explains that a combined bachelor consists of a core subject and one or two additional modules.
For a combined bachelor, the applicant must apply for the core subject and the desired additional module(s), otherwise the application is not considered complete.
This is direct evidence that minor modules are selected during application, not as free choice during studies.
ABV is a central bachelor component: in addition to the core subject, students complete 30 credits in General Professional Skills.
The page states that ABV includes a variety of courses from eight different skills areas plus a required internship; this supports courseChoice = 2 as structured choice beyond the main subject but within defined requirement areas.

The BUA Modules page says students of Freie Universität Berlin, Humboldt Universität zu Berlin, Technische Universität Berlin and Charité can attend BUA Modules offered by all Berlin University Alliance partners.

For FU Berlin this supports the retained courseChoice = 4 as a formal external BUA route, with a strong caveat: recognition of a BUA module in a specific degree requires prior approval.

Total additionally includes 4,352 Staatsexamen students and 1 Diplom student as German first-degree routes, for 23,544 students. Abschluss außerhalb von Deutschland and Ba./Abschluss außerhalb von Deutschland rows are excluded because FU's explanatory sheet defines them as exchange students. The specialist level is not used in the German model.
